What happened: Chancellor John Healey's first budget, due next week, will include a significant devolution package. This includes a £1.5bn borrowing facility for local leaders in England, aiming to boost regional growth and reduce dependence on Westminster. Additionally, the budget will allocate over £1bn for social and affordable housing, pushing the government's 10-year homes programme past £40bn. Mayors and regional leaders are expected to gain greater powers and funding.

Market impact: This narrative impacts regional development and housing sectors. Local authorities and regional leaders gain increased spending power, potentially driving infrastructure and housing projects. The £1bn social and affordable housing allocation could boost construction and related supply chains. However, ministers are exploring oversight measures to prevent misuse of new powers, which could impact regional leaders' autonomy.

What to watch next: On March 15, Chancellor Healey will unveil the full budget, detailing the extent of devolved powers and funding. Following this, regional leaders' plans for spending and investment will be closely watched, as will any announced oversight mechanisms. Additionally, housing market dynamics will be scrutinized for signs of increased activity driven by the £1bn social and affordable housing allocation.
